Introduction
Nigerian tertiary institutions operate within an increasingly demanding financial environment characterized by declining government allocations, expanding institutional responsibilities, stricter regulatory oversight, digital financial systems, and heightened expectations for transparency and accountability.
Universities, Polytechnics, Colleges of Education, and specialized tertiary institutions must effectively manage public funds while strengthening internally generated revenue (IGR), complying with financial regulations, managing institutional risks, and delivering quality financial services to internal and external stakeholders.
OBJECTIVES
At the end of INTIC-2026 training conference, participants will be able
to:
- acquire knowledge and practical application of Public Financial Management (PFM), public sector financial regulations, IPSAS, ethical standards, and institutional accountability frameworks;
- develop competencies to apply financial regulations in budgeting, expenditure control, financial reporting, and internal controls while promoting ethical decision-making and regulatory compliance;
- identify financial risks, compliance gaps, fraud indicators, and weaknesses in Internally Generated Revenue (IGR) systems for improved institutional performance;
- assess existing financial management practices against statutory requirements, formulate sustainable IGR enhancement strategies, and recommend improvements in governance and financial accountability;
- prepare practical institutional action plans to strengthen financial governance, customer service excellence, ethical culture, and long-term financial sustainability within tertiary institutions; and
- align with internationally recognized Public Financial Management capacity-building principles that emphasize transparency, accountability, fiscal risk management, and effective public sector financial governance.
METHODOLOGY
INTIC-2026 shall adopt a participatory adult-learning approach, including: Expert-led presentations, Interactive lectures, Group discussions, Case studies from Nigerian tertiary institutions, Financial
simulations, Risk assessment exercises, Revenue planning workshops, Ethics scenarios, Practical action planning, Experience sharing, Question-and-answer sessions.
